‘Drought is the norm:’ California’s water crisis becomes perpetual
5C students returning to California this year are finding the water crisis has only worsened. The U.S. Drought Monitor now finds nearly half of California meets the highest level of severity, “exceptional drought,” with more than 85 percent of the state in “extreme” conditions.
